How Much It Costs to Set Up a Company in Oman
Why most Oman setup budgets are guesswork
Search for the cost to set up a company in Oman and you will find page after page quoting one firm total. Most of those totals are made up, none of them are sourced, and they rarely match what you pay at the counter.
The honest picture is more useful, and in places far cheaper than you expect. Some fees are fixed and published, while others cannot be quoted as one number at all. This guide splits the two so you can price your own case.
Every fixed figure below comes from an official Omani source, and where a cost truly varies we say so. All sums are in Omani rials, pegged to the dollar at about 2.6 dollars per rial, so OMR 100 is close to USD 260.
The commercial registration fee itself is small
Limited liability company. The Ministry of Commerce, Industry and Investment Promotion charges a request fee of OMR 40.200 plus an admin fee of OMR 8.100, which comes to OMR 48.300 in all. The MOCIIP service page for a new LLC commercial register gives a turnaround of 30 minutes.
General partnership. The fees are identical, though the stated turnaround is one working day rather than half an hour. Booking a trade name was once billed separately, but it now sits inside the registration form.
Chamber membership. Every registered firm joins the Oman Chamber of Commerce and Industry, and a new membership certificate costs OMR 33 at entry level. The chamber's executive regulation prices membership by grade, so an excellent grade firm pays OMR 585 to register and OMR 279 a year to renew, while the smallest grade pays OMR 5.
That base is what shocks people, because the headline company registration cost for a small LLC is just over OMR 81 with the chamber, and under OMR 50 for the register alone. The home business register is the cheapest legal entry
To test an idea before committing to premises, there is a much cheaper route. The home business commercial register costs OMR 3 in fees plus OMR 0.600 for admin, and it is issued in about 15 minutes.
The OMR 3 fee falls due every three years, and after nine years the home register turns into a full commercial register. You will need property papers and a no objection letter from the owner. One rule rules many people out, because the applicant must not already hold another commercial register.
Company registration cost items with no single price
Here is where honest guidance parts company with the guesswork. The items below cannot be reduced to one national figure, and any page that hands you one is inventing it.
The municipal licence. You need a licence from the municipality covering your premises, and the fee is set per activity, not per company. Muscat Municipality publishes a schedule of roughly 195 activities, with annual fees running from OMR 50 for a small manual bakery up to OMR 5,000 for tobacco trades. A travel agency pays 150 and a printing business pays 500. Governorates outside Muscat set their own rates and can be far cheaper, with Al Dakhiliyah charging OMR 5 a year for most trades. Signage. Shop signs are billed apart from the licence. In Muscat a commercial sign costs OMR 25 up to five square metres, plus OMR 5 for each extra metre. Late payment adds 10 percent a month after the first 30 days, doubling monthly up to the value of the fee.
Premises and rent. A commercial register needs a registered address, and the tenancy contract forms part of the licence file. Rent itself is a market price, but registering the lease is published. Muscat Municipality charges 3 percent of the monthly rent times the contract length, so a unit at OMR 100 a month on a one year lease costs OMR 36.
Activity approvals. Licensed trades need sign off from the body that governs them, and each carries its own fee. An environmental permit for Category B activities costs OMR 300, while a tourist guide licence is OMR 20 for Omanis and OMR 50 for others. Food, health, schooling and finance each have their own gatekeepers, so check your activity code.
Legal and translation work. Drafting articles of association, Arabic translation and notary work are private services at market rates. They are real costs but not state fees, and they rise with how complex your shareholding is. If fixed, known costs matter more than a mainland address, compare the Salalah, Sohar and Duqm free zones first.
How your capital level sets your company grade
Capital is not a fee, and it is not part of your company registration cost. It is money that stays inside the business and funds it. The sum you declare still matters, because it sets the grade MOCIIP gives you.
Royal Decree 50/2019, the Foreign Capital Investment Law, scrapped the old OMR 150,000 floor for foreign investors, who can now hold all of most trades apart from a short list of closed ones.
In practice the grades follow capital bands. Fourth grade sits below about OMR 25,000, third grade runs from OMR 25,000, second from OMR 50,000, first from OMR 100,000, and excellent grade from OMR 250,000 upward. These bands reflect ministry practice rather than one published law, so check your target grade before fixing your capital.

What one foreign employee costs to hire
Staffing is where budgets tend to break, and it sits well apart from your company registration cost. The Ministry of Labour sets work permit fees by job class under Ministerial Decision 602/2025.
The permit fee. A first class job costs OMR 300, second class is OMR 250 and third class is OMR 200, with a processing fee of OMR 1 on renewal. Permits now run for 24 months, up from the old 15 month term.
The job security levy. On top of the permit, the Ministry of Labour work permit page confirms a Job Security Fund fee of 5 percent of the permit fee, which is about OMR 15 on a first class permit.
Omanisation changes the total. Firms meeting their Omanisation targets take 30 percent off the permit fee, while firms that miss them pay double. One first class permit therefore costs OMR 210, OMR 300 or OMR 600, driven purely by your hiring record.
Visa and residence card. The Royal Oman Police charge OMR 20 for a two year multi entry work visa. A resident card costs OMR 6 for one year or OMR 11 for two years, and must be picked up within 30 days of arrival.
Add those fees up for one first class worker over two years. At the standard rate the state cost is close to OMR 346, the Omanisation discount drops it to about OMR 252, and missing your targets pushes it to roughly OMR 661. Tax registration and the year one thresholds
Tax sign up is not where your money goes, but the thresholds matter from day one.
Corporate income tax. The standard rate is 15 percent, though Omani sole traders and LLCs that count as small firms pay 3 percent. To qualify you need capital of OMR 60,000 or less, gross income of OMR 150,000 or less, and no more than 25 staff. Banking, insurance, transport and resource work are excluded.
VAT. Oman charges 5 percent VAT, and sign up turns mandatory once yearly supplies pass OMR 38,500, with voluntary sign up allowed above OMR 19,250. Watch that ceiling in year one, because crossing it partway through brings a quick duty to register.
What you pay again every year
Setting up is a one off, but staying registered is not. The municipal licence is an annual fee, chamber membership renews yearly or every two years, work permits fall due every 24 months, and resident cards every one or two years.
Commercial register renewal is where the published record goes quiet. The government renewal page says the fee varies by legal form but prints no figure for each form, so confirm yours with MOCIIP rather than trusting a table you found online. Budget for renewals from month one, because late fines are the most common avoidable expense we see.
Building your own number
Start with the fixed side. An LLC register at OMR 48.300 and chamber membership from OMR 33 give a firm base. Then look up your municipal licence fee by activity code, add signage and lease registration, and check whether your trade needs a regulator approval. Count your foreign hires and multiply by the permit, levy, visa and card figures above, adjusted for your Omanisation position.
