Oman Work Permit and Employment Visa Explained
Two authorities, two documents, one hire
Hiring a foreign worker in Oman means dealing with two separate bodies. The Ministry of Labour decides whether you may hire the person at all. The Royal Oman Police, or ROP, then decides whether that person may enter and stay.
These are not two steps of one process, but two approvals held in two systems, each with its own fees, clocks and fines. A file can be clean on the labour side and still be blocked at the ROP counter.
Most of the confusion comes from one habit: people call every document "the visa". An Oman work permit and an entry visa are separate papers from separate offices. Getting the words right saves real money.
What the Ministry of Labour actually issues
The Labour Law, issued by Royal Decree 53/2023, splits the labour side into two acts.
The recruitment licence. Article 27 bars an employer from bringing in non-Omani workers without a licence from the Ministry. Most people here call this the labour clearance. It is granted only if no Omani holds the needed skills, the employer is meeting its Omanisation plan, the worker is qualified, and the fees are paid.
The work permit. Article 28 bars a non-Omani from starting any job before a work permit is granted. This one sits with the worker, not the company. He must have entered Oman legally, must be medically fit and free of the diseases listed by the Ministry of Health, and must pass a trade test where the job calls for one.
Ministerial Decision 602/2025, in force since the end of January 2026, set the work permit term at 24 months. It also names a separate work practice permit, which is the written approval for a worker to practise one named trade.
What the Royal Oman Police actually issues
The ROP owns the immigration half, and it owns two things.
The employment visa. This lets the worker enter Oman for that job. The official government service page for the work visa is blunt about the order of events: the visa "is granted under a license from the Ministry of Labour", unless the employer is a government body. A copy of the labour permit is a required attachment.
The residence card. This is the plastic card the worker carries. It proves lawful stay, and banks, landlords and schools all ask for it. The visa gets him in. The card lets him live here.
The ROP also sets conditions the labour file does not. The applicant must be at least 21 years old, his gender must match the work permit, and the trade on the permit must match the trade on the visa form. A mismatch in either field stops the file, even when the labour clearance is valid.
Oman work permit fees, stage by stage
Costs sit in two buckets, and they are not close in size: the labour side is far more expensive.
Ministry of Labour. Under Decision 602/2025 the permit fee runs to OMR 301 for first-class jobs, OMR 251 for second class and OMR 201 for third class. Investor-class jobs are OMR 301. Domestic staff are OMR 101 for up to three workers and OMR 141 above that. Clubs, mosques, churches and civil bodies pay OMR 101. The Ministry of Labour service listing shows how that splits: OMR 300 for a class-one permit, OMR 1 in service charge, plus a job security fund levy of five per cent of the permit fee. Smaller changes are cheap: OMR 5 to switch a trade, OMR 5 to move a worker to a new employer, OMR 1 to fix wage data.
Royal Oman Police. The employment visa is a flat OMR 20. The residence card is priced per year of validity. Ministerial Decision 157/2025, announced on 9 November 2025, set it at OMR 5 for each year, with a maximum run of ten years, and OMR 20 to replace a lost or damaged card. The ROP residence card page still quotes the older schedule of OMR 6 for one year and OMR 11 for two, so confirm the live figure before you pay.
An Oman work permit therefore costs roughly fifteen times what the visa costs. Budget for the labour stage first, not the immigration stage.
The order things happen in, and who owns each step
Sequence matters more than speed, because each stage feeds a document into the next.
Step one, the employer. Check the Omanisation position and apply to the Ministry of Labour for clearance and the permit. Initial approval is quoted at about one working day on the government portal, though real cases take longer when documents are queried.
Step two, the employer again. Take the issued labour permit to the ROP system and apply for the employment visa. You cannot start here, because the permit copy is an input to the visa form.
Step three, the worker. Travel to Oman, sit the medical test, and give fingerprints and a photograph.
Step four, the employer. File for the residence card within 30 days of the worker's entry, using the stamped manpower form issued after the medical.
End to end, published estimates run from about 14 to 40 working days at the fast end to one to four months at the slow end. The spread depends on the trade, the nationality and the firm's compliance record. Many employers hand the whole Oman work permit file to a specialist, which is why PRO services in Oman are a standing cost rather than a one-off.
How Omanisation decides whether the permit is approved
Omanisation is not a slogan but a gate on the labour file, and since Decision 602/2025 it is also a price.
Firms are sorted into green, yellow and red bands by how they track against their sector quota. Green firms, which meet or beat the quota, take 30 per cent off permit and licence fees. Yellow and red firms pay double. Because permits renew every 24 months, that gap repeats across every foreign worker on the books.
The Labour Law adds a fine on top. Article 144 sets OMR 500 to OMR 1,000 for each Omani who should have been hired or substituted. The employer then gets six months from the date the breach is found to correct the ratio, and the fine doubles on repeat. Quota position should be checked before an offer letter goes out, not after.
When one document is valid and the other is not
This is where employers lose money, because an Oman work permit and a residence card can lapse on different days. The two systems then fine you separately.
Labour side lapses. Late renewal or late registration of worker data draws OMR 10 a month per worker. Failing to regularise a worker's status runs OMR 15 a month for individuals and OMR 20 for companies. Both are capped at OMR 500 per worker, and the clock starts from arrival or from the old permit's expiry.
Immigration side lapses. A late residence card application carries its own charge of OMR 10 for each month of delay. That is a separate meter from the labour fine, running at the same time on the same worker.
Both sides fail. If someone works with no valid permit, or works for a company other than the one licensed to employ him, Article 143 applies. The penalty is 10 days to one month in prison and a fine of OMR 1,000 to OMR 2,000, or one of the two. It multiplies by the number of workers involved. The worker is deported at the employer's expense and barred from returning, and the employer can be blocked from recruiting foreign staff for up to two years.
A valid card does not cure a dead permit, and a valid permit does not cure a dead card. Track both dates on one sheet.
Renewal timing and the deadlines that catch people out
Four dates matter, and they do not line up neatly.
The labour permit runs 24 months. The portal accepts a renewal only when fewer than 90 days remain, and the worker must be inside Oman on the day you file. The residence card now runs up to ten years and must be renewed within 30 days of expiry. A first card must be applied for within 30 days of entry.
So the narrow window is the 90-day one. Diary the Oman work permit renewal at month 21 and the rest tends to follow. Firms juggling licences, tax files and municipality permits often fold this into a wider post company formation compliance service, so every date is watched in one place.
What this means before you hire
Only a registered Omani entity can sponsor a foreign worker, so the licence must exist before the first Oman work permit can be filed. Frequently Asked Questions
Is the work permit the same as the employment visa?
No, they are two different approvals. The Ministry of Labour issues the work permit, which is your right to hold the job, and the ROP issues the employment visa, which is your right to enter. The visa form asks for a copy of the permit, so the permit always comes first.
Can a worker enter Oman on a visit visa and switch to a work permit?
Article 28 requires that the worker entered Oman legally and met the conditions of the residence rules. Status changes are handled case by case by the ROP and the Ministry, and are not automatic. Ask before you fly anyone in.
What does an Oman work permit cost in total?
The permit itself is OMR 201 to OMR 301 by job class, plus a five per cent job security levy and OMR 1 in service charge. Add OMR 20 for the visa and OMR 5 per year for the card. Green-band firms take 30 per cent off the labour fees, and red-band firms pay double.
What happens if the residence card expires but the labour permit is still valid?
The worker is out of status on the immigration side even though the labour file looks fine. A charge of OMR 10 for each month of delay applies, and routine tasks like banking stall. Renew within 30 days of expiry.
Who is responsible if the paperwork goes wrong, the company or the worker?
Mostly the company, since the employer applies, pays and carries the fines, including deportation costs and a possible two-year ban on recruiting foreign staff. A worker who works without a permit is also deported and barred from re-entry.
